1 Civil Service?

Come Merdeka Day

There has been a lot of Hoo Hahs recently about the proposal to have a One Civil Service Administration to reflect the 1Malaysia Concept. Many SMSes have been flooding my phone asking me how Nadai Nama Nama feels about it since I am in the State Civil Service. Thus it would be very hard to be neutral here. So I guess I won't say much except for just putting up the newspaper clips of the story for the readers' attention. Pictures paint a thousand words they say.

In the newspaper clipping of Borneo Post Online 19th August our new Sarawak State Secretary YB Datuk Mohd Morshidi speaks about teamwork within the State Civil Service.

A picture I got from the Rakan Sarawak website shows the campaign being launched at Wisma Bapa Malaysia and we see our two strong ladies from the State Civil Service - one used to be a Director in a Federal Office (now she is working for the State Civil Service) and the other is a West Malaysian (from Penang) who is the Director of a Unit in the Chief Minister's Office. In Wisma Bapa Malaysia we accomodate the State Development Office of the Prime Miinister Department and the Majlis Keselamatan Negeri of the Prime Minister's Office. So the term Teamwork is pretty much applied here.

Now we go to the clipping from the Borneo Post of 25 August 2009 and the Federal State Secretary's idea of having a One Administration during the jalur Gemilang Campaign kickoff at Bangunan Sultan Izkandar. Someone please count how many Sarawakian Directors or Senior Officers you can see here because I have to be honest (and I have to say this without prejudice) I have not dealt with many of the Federal Departmental Heads there myself. I have only met the Federal State Secretary in Sri Aman during the State Level King's Birthday Celebration this year. If I do not know any of the federal agencies' top bosses from Headquarters - it does show that they have not been doing enough 'Turun Padang' sessions to drop by Sri Aman - what more the other rural places in Sarawak. Even if they do drop by, its just to visit and look see look see the Benak. So if I am to evaluate what our State Secretary says - Teamwork, it carries a lot of weight in the picture..... but when the Federal State Secretary talks of 1Civil Service Administration....its like rubbing Alladin's Lamp. It would be enough for the State - Federal Government to work together as a Team with the spirit of 1Malaysia in mind. Maybe that was what he had in mind? But my wishes for a Peaceful and Prosperous Malaysia benefitting all Malaysians is genuine. That much Nadai Nama Nama can say.

Blue Sky

We don't have cloud seedings but maybe Cloud Cannon Balls may work

Smiles can be seen at many of the Sri Amanians faces yesterday when it rained non stop since early morning. Cloud seeding or the remnants of the Typhoon Morokat, I believe no one would have cared or complained. The important thing is that it rained.

11th August 2009 ~ Air Pollution Index in Sri Aman was above 100 and visibility on the road 1 km (before rain fell)

12th August ~ clear blue skies over the Batang Lupar Riverine Park, Sri Aman

Taking this picture at the Riverine park is a joy after the haze API is reduced to below 100. It was a bit blurry the last time I attempted this shot.

Phase 1A Batang Lupar Riverine Park Sri Aman

Phase 1A of the Batang Lupar Riverine Park stood nicely on a clear day like today. Perhaps it needed some moment of hazy days to make people appreciate the clean air and clear skies better. The situation is not expected to improve soon - perhaps this is just a screen saver, but its a welcome sight for today.

A Different Catch

The Croc Hook

While on travelling duty to the famous Lingga in Sri Aman I came across an interesting fishing equipment outside the District Office. Its not an everyday kind of fishing instrument mind you. At my longhouse I am used to seeing the fish net (pukat) and at my anglers friends' house I gaze at the different fishing rods that they would show off. Curiously I enquired what the ring shaped rattan with a big rope and and large hook was for. Penghulu Bujang of the Lingga District Office told me it is used to catch crocodiles.

Penghulu Bujang and the Crocodile hook

The rattan would be rung around a strong branch of a tree by the river and the hook will hold the bait, usually the meat hovering about three feet above the river water level. The rope holding the hook can be a few feet in length. I am told that the chance of catching one depends on the size of the crocodile. If its too large usually the croc will be able to escape. But one is only allowed to catch it when it has attacked someone. The chance of catching the same one that had attacked a human is best left to the experts and that may be why the croc hook is there at the office. Crocodiles are reported to be seen crossing the Lingga bound road as the females look for a place to lay their eggs. The local folks there told me not to walk or roam the roads, which is not far from the Batang Lupar River, especially late at night for you may come across El Croco!

El Nino in Lingga

Talk about El Croco, the dry season or better known as the El Nino has affected places like Lingga in Sri Aman. I understand why they do not want to get the water from the Batang Lupar River where El Croco likes to sunbath. If you are the Crocodile Hunter, probably you would think its marvellous. Crikey! So the folks depend on the water tanks sent by the Public Works Department (JKR).

Lingga El Nino scene: Getting water from the tank is safer as El Croco does not swim in it

It is not an immediate solution but the supplying of water tanks will provide some relief to the people affected by the water shortage. Credit goes to my colleagues in JKR who are working around the clock to make sure that the people's needs come first.

With the H1N1, haze and the hot weather, one dreads what would be coming around the corner. More protests against ISA maybe? As if that will help to solve the world's problem. Maybe its just politics but if there is a need to prioritize, the actual problems have already been predicted by the early Prophets, scientists, experts and also by Al Gore in his Inconvenient Truth. Hollywood also tried to chip in by coming up with blockbuster movies which almost all of us watch. At the end of the movie we would be entertained on how the Earth was almost destroyed by aliens, meteors, disease, zombies, ghosts, Lucifer the Devil, or freak weather but some hero or superhero or robots would save us at the end of the day. Wow...the heroine was cute. Maybe it showed the wrong ending - a false hope. Probably for some people, running around Kuala Lumpur and playing hide and seek with the Police sounds healthy and fun if not heroic. Or waving your nuclear missile and warhead as if its some toy would mean that we will respect their need to defend themselves - from their own fears. Everyone should have their own nuclear reactors in their backyard so we can turn the Earth into the next glowing Sun, shining in awesome glory when the neighbours start to test their nuclear bombs to play for Christmas fireworks. Hopefully the citizens of the Earth will not take Mother Nature for granted and treat her with more respect so that she would not snap back like El Croco when you disturb its habitat.

I am not advertising for this site ~ who would want to advertise about the end of the world? Just thought it would interest you.

Anyway if you are a buff for stories about the end of the world the upcoming book about An Investigation Into The End of Civilisation, you can view the site at Apocalypse 2012. Don't worry too much anyway. Malaysia has a weapon to counter the threats and we call it Vision 2020 with Amanah Saham One Malaysia to guarantee it and our hero will lead us towards that Vision whoever he or she may be. Clue: Its not me.

New State Secretary

YB Datuk Morshidi Abdul Ghani the new SS

Today marks an important event in the Sarawak Civil Service as YB Datuk Morshidi Abdul Ghani takes over from the former YB Datuk Amar Wilson Baya Dandot as the new Sarawak State Secretary. The handing over ceremony is to be held at the Wisma Bapa Malaysia this Monday morning. YB Datuk Amar Wilson Baya will be the Chief Executive Officer for RECODA (Regional Economic Development Authority) when he retires this month.

The Borneo Post Online reports on 2 August 2009: New State Secretary. The report forgot to include that YB Datuk Morshidi used to be the Director of the State Planning Unit in 2005 after leaving the Ministry of Social Development.

YB Datuk Morshidi Abdul Ghani was instrumental in the coordination of SCORE (Sarawak Corridor of Renewable Energy) Launch in 2007/2008.

The new State Secretary is no stranger to those who have worked with him especially those in the Dewan Bandaraya Kuching Utara, the Ministry of Social Development, the Human Resource Unit of the Chief Minister's Department and finally our State Planning Unit before he rose to become the Deputy State Secretary, and finally the State Secretary. Thus congratulations are in order and I forsee continuity in the State's Development agenda and maybe with some pleasant surprises as I used to be assigned as the Public Relations Officer for SPU under his tenureship ~ a corporate approach which he applied with the Public Affairs and Corporate Affairs Unit. An Honour to Serve.

'R' Not For Riots

Police Siren At Waterfront

The calm in Kuching was shaken when the Police siren sounded at around 9 a.m this Sunday morning. A crowd of almost twenty thousand was seen making thier way towards the City Centre. Everyone seemed to be heading for the Kuching Waterfront. They shouted and cheered while the vigilant Police and RELA kept their eyes and ears alert to ensure calm and peace. Yes, Sarawakians from various communities and all levels of age and ethnic groups came out today for the 'R'. Not for Riots. The siren came from the Police Marine who cleared the river as paddlers raced in their boats towards the finishing line. The 'R' is for Regatta which has just started. The famous Sarawak Regatta originated during the second Rajah's reign as early as 1872 with the purpose of avoiding civil war, bloody confrontation and nurture healthy integration and sportsmanship. It became the Race for Peace, where the event channeled the confrontational energy of rivalry and differences into a celebration for peace. (Source: Sarawak Regatta Website)

Sarawak Reggata 2009 under way - 20 paddlers race where Sri Aman team (Boat Number 46) goes neck in neck with the other boats

Sri Aman Team (Baya Ganas) No. 32 leads the way during the 15 paddler category during Sarawak Regatta 2009.

Race for Unity - that's the word!

We don't Riot for Peace or Change. We Race the Regatta for Unity. 'R' is a good word if it is channeled Rightly. Sometimes it is thought that we in Sarawak are the ones who should learn from our very learned, modern and sophiscated cousins across South China Sea. Should it not be the other way around? Certainly from Nadai Nama Nama's point of view, it spurs me on to fight against rowdy and uncivilised approach is solving problems.

Concern Over ISA

TV Reports of ISA Protests

The protest related to Pro and Anti ISA that I saw on the television was quite worrying for me as a Sarawakian. There in the streets of Kuala Lumpur I see thousands of demonstrators who are smartly dressed (molek-molek as YB Hadi puts it) playing rugby matches with the Federal Reserve Unit. The rugby ball was of course the unseen Internal Security Act ball. Luckily the South China Sea seperates me from this exciting event, otherwise I would have grabbed my camera to take pictures. But hell, I believe my being dressed only in underwear (cawat) I may not be allowed to pass through security. Thus I figure I should focus more on the protest in Australia (which is known to be a very modern country). They are a notch higher if we have a 'Molek KPI @ Key Performance Indicator'. The protest relates to the plight of the pensioners who stripped to their underwear for better impact.

I feel their pain. So molek with their cawat. The moral of the story on our recent ISA Protests - molek in appearance does not necessary mean molek in the mind, behaviour and attitude.
